Full Job Description

The County of Yuba is currently recruiting for the position of  Human Resources Analyst I/II in the Human Resources Department. The Human Resources Analyst performs a wide range of complex and professional analytical duties in support of a centralized human resources, organizational services and risk management office. 

This incumbent will use their strong understanding of human resources competencies and regulations to provide advice to supervisors, managers, and employees on all aspects of human resources policies, practices and procedures; research and analyze laws and regulations for compliance of human resources functions. Depending upon the assignment, the incumbent will administer the County’s risk management program, including claims and contract review and related trainings; or develop and conduct merit based recruitments; classification and compensation studies; and organizational reviews and recommendations. Other responsibilities may include diverse training for new and current staff; initial labor and employee relations; coordination of employee benefits; HRIS and payroll processes; workers' compensation claims; protected leaves administration and interactive process; and other duties as assigned.

About the Human Resources Department:

Human Resources and Organizational Services (HROS) partners with County departments on a full range of Human Resources and Risk Management Services including assistance in recruitment, selection, retention, leave management, ergonomics, classification and compensation analysis, consultation on organizational structure, organizational development, contract negotiations, employee relations, personnel records management, employee benefits, safety, workers’ compensation, risk management, and loss prevention. 

Examples of Duties:

  • Uphold Merit, County, State and Federal Personnel Laws, rules, regulations and other mandated personnel actions.

  • Make presentations to large groups of employees, applicants, supervisors and/or managers and   address contentious issues accurately and with tact and discretion.

  • Communicate with and respond to a variety of inquiries and complaints from the public, other agencies and county personnel.

  • Continually research and analyze human resources policies, practices and procedures; assist with policy development and maintenance.

  • Perform special projects as assigned.  

Examples of Duties specific to Recruitment/Classification & Compensation:

  • Design and administer job-related selection procedures including application reviews, developing and conducting tests, interview and assessment techniques; analysis and development of ranking procedures.
  • Research and analyze county needs for organizational development and workforce planning; assist in implementation of county-wide development; monitor and evaluate effectiveness of development programs and make recommendations if gaps occur.
  • Evaluate job positions to determine classification, FLSA exempt or non-exempt status, and salary; develop and recommend occupational classification specifications, job descriptions and salary scales.

The ideal candidate will have experience in sourcing, screening, and managing the full recruitment lifecycle. Excellent communication skills and the ability to build relationships with candidates and hiring managers are essential. We’re looking for a proactive, detail-oriented individual who is committed to attracting top talent. Strong presentation and training skills is desired.  

Required Qualifications:

Minimum Level I: A Bachelor’s Degree from an accredited college or university with major course work in human resources, public or personnel administration, industrial relations, business, economics, or a related field and some human resources experience. Candidates with strong analytical experience who lack the degree are encouraged to apply. Relevant experience may be substituted for the required education on a year-for-year basis.

Preferred: In addition to the minimum qualifications, experience in human resources administration which has included recruitment, benefits, classification, compensation and/or the interpretation of human resources policies or possession of a valid SPHR/PHR certification.

Minimum Level II: A Bachelor’s Degree from an accredited college or university with major course work in business or public administration, human resources, economics, or a related field and one year of experience equivalent to a Human Resources Analyst I. Candidates with strong analytical experience who lack the degree are encouraged to apply. Relevant experience may be substituted for the required education on a year-for-year basis.

Preferred: In addition to the minimum qualifications, possession of a valid SPHR/PHR certification, and/or an advanced degree in a related field and additional years of professional experience in a private/public sector human resources department. Knowledge of risk management, cost analysis and/or employee safety or experience in a public agency setting is desirable.

Working Conditions:

Generally in a normal office environment, however, may have to administer tests or attend meetings with large groups. Occasionally may be required to travel to various worksites or locations. 

Licensing & Certification:

May require the ability to obtain a valid California Class C driver's license within 10 days of employment; maintain valid California Class C driver’s license.

Special Requirements:

Must successfully complete an extensive and thorough background investigation which includes Live Scan fingerprinting required prior to hire. Occasionally attend meetings outside of normal working hours. Will be required to perform disaster service activities pursuant to Government Code 3100-3109.
