About the Role:
This is an opportunity to serve the people that live, work, and play in King County by leading the Technology & Enterprise Services Unit for one of the largest wastewater utilities on the west coast. You will lead the way through active engagement with staff to foster an anti-racist, pro-equity workplace where everyone can thrive, and work with Finance leadership and Division partners to ensure services are equitably provided to the residents of King County. You will foster relationships, collaboration, and teamwork across units and the division, so the division functions as "One King County."

You will serve in a key Finance & Administration leadership role that reports to the Finance Section Manager and collaborates with Finance unit managers and supervisors to ensure the suite of Finance services are provided with unified and coordinated excellence. You will help lead a Finance & Administration section that provides services to the overall utility that include budget development & oversight, capital finance, contracting, technology services, central service administration (i.e. Division Fleet management), accounting, audit & compliance, rates & financial planning, payroll, and utility billing.

Responsible for leading delivery of WTD administrative services including Technology, Fleet, and Risk Management. 

Leads the Technology services function responsible for coordinating with multiple partners and clients including central King County Information Technology (KCIT), the Chief Administrative Officer in the Department of Natural Resources and Parks, and across WTD sections that have varying needs related to information technology, data management, and data security. Ensures the Division can optimize use of emerging technologies while acting in compliance with KCIT and Department guidance. Works with a consulting resource to develop a technology strategic plan and data governance model proposal for WTD leadership. Responsible to shepherd successful implementation of the enterprise asset management system software. Responsible to lead a team that coordinates Division technology governance and manages Division resources to delivery of the strategic plan goals. Leads a team responsible for small electronic and data device management and data services across the Division, development of budget proposals for technology capital project concepts, and supports continuity of technical support to the roll out of internal and external SharePoint pages across the Division. Collaborates with the Budget and Contracts Unit Manager on technology service and maintenance contracting and leads a team to support administration of WTD technology contracts. 

Responsible to lead the WTD Fleet management function including coordinating with multiple partners and clients including central Fleet services, WTD Resource Recovery, climate staff at the Department level, and the County Climate Office to ensure WTD new fleet vehicle requests and replacements are planned in alignment with County Electric Vehicle transition targets and related charging infrastructure development plans. Coordinates with sections across WTD to identify both standard fleet and special purpose vehicle needs and works with central Fleet services to build out the fleet assets that serve WTD business needs. 

Works with the County Risk Management office to coordinate insurance valuation of WTD assets, ensure sufficient coverage of WTD assets, and understand the related cost and fee structure to communicate for leadership decisioning.

This position performs work remotely and onsite.

The Division is growing in size and complexity and identifying an evolving need to build internal service support that is both close to the work and can coordinate with the County central services agencies. This role will have the opportunity to help shape and deliver a model of excellent service to internal WTD clients in the areas of Technology, Fleet, Risk Management, and other administration services that will support successful delivery of capital projects and system operations in a rapidly evolving Clean Water Industry.

Job Duties

What You Will Be Doing

  • Lead Division Technology coordination, strategic initiatives, capital project proposals, contracting, and excellence in service delivery.
  • Ensure WTD fleet management is coordinated to deliver business needs in alignment with County policy.
  • Act as the central point of contact to coordinate with the County Risk Management office to facilitate appropriate valuation of WTD assets and understand and communicate to leadership WTD's coverages and any potential risk decisions points that should be addressed.

  • Demonstrated experience leading administrative functions to deliver services in coordination with other agencies.
  • Experience managing development and delivery of technology services.
  • Knowledge of indirect cost allocation methodology that determines central service level of service and cost sharing.
  • Ability to manage a program to County policy and coordinate among multiple partners and clients for excellent service delivery.
  • Ability to communicate, to deal with conflict and ambiguity, and to broker consensus.

Supplemental Information

Working Conditions: 

  • Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements 1-2 times a month. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life-balance and reduces carbon footprint under the department's vision of Green Where We Work.
  • Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
  • Work Schedule: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.  
  • Union Representation: This position is represented by the Teamster, Local 117. Pursuant to Article 12.1 Western Conference of Teamsters Pension Trust $2.00 per hour from the base wage will be submitted to the Western Conference of Teamsters Pension Trust Fund.
