ABOUT THE POSITION

The Marin County Human Resources Department and the Marin County Community Development Agency (CDA) are announcing a recruitment for the position of Supervising Building Inspector. There is currently one (1) full-time (80 bi-weekly hours) vacancy. 

The Supervising Building Inspector works as a first-line supervisor planning workload distribution and assigning, organizing, and directing the activities of building inspection program as well as providing performance planning, evaluation, and coaching. This position trains staff in work procedures, answers questions, and makes procedures and policy interpretations regarding work processes and the application of laws and regulations and enforcement of state and county construction laws and regulations. In addition, the Supervising Building Inspector assists the Deputy Director of Building and Safety in the development and implementation of division policies, procedures, and programs; engages, advises, and assists permit customers and community groups regarding building permit and inspection related issues; conducts complex field inspections; and serves as a member of the department's supervisory advisory team.

Hybrid schedule:

The Community Development Agency has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

ABOUT YOU

Our Highly Qualified Candidate:

The ideal candidate is a progressive problem solver who is comfortable working independently, has prior construction experience, and possesses a California State issued (current or expired) contractor's license. This individual is an innovator with the ability to assess situations, apply appropriate analysis, interpret applicable laws and regulations, and resolve each situation appropriately. In addition, the ideal candidate possesses excellent communication and coaching skills in code related subject matter and will bring fresh thinking to assist Community Development Agency efforts to develop building permitting programs that engage the Marin public and support success in achieving healthy, safe, and sustainable communities.

QUALIFICATIONS

Knowledge of:

  • Principles and practices of program administration including supervision, staff coordination and budgeting.
  • California Building, Electrical, Plumbing, Mechanical and Housing Codes.
  • State and county codes, laws, and ordinances regulating building construction and zoning, building construction methods and materials.
  • Principles and practices of civil engineering and the construction industry.
  • California accessibility standards and American with Disabilities Act and related requirements.
  • Green building and other environmentally friendly construction techniques.

Ability to:

  • Effectively plan, supervise, train and evaluate the work of staff.
  • Enforce regulations and code requirements.
  • Formulate, interpret and apply program policies, procedures and standards consistently and uniformly.
  • Principles and techniques of problem solving and conflict resolution.
  • Interpret and analyze construction plans and specifications.
  • Employ sustainability concepts to all aspects of the job.
  • Monitor and measure customer service.
  • Communicate effectively in writing and orally.
  • Resolve conflict in a professional manner and work effectively with variety of customers.
  • Establish and maintain working relationships with contractors, architects, engineers, and the public.

MINIMUM QUALIFICATIONS

 Any combination of education and/or training which would provide an opportunity to acquire the knowledge and abilities listed in the class specification. Typically, three years of experience equivalent to a Building Inspector II or Building Code Enforcement Officer II for a governmental agency. Lead and/or supervisory experience is highly desired. 


 Possession of valid ICC certification for Combination Inspector required at time of application.
 
 Certifications and Licenses
 
As a condition of employment, California Health and Safety Code Section 18949.28(a) requires that a Building Inspector must obtain certification in the appropriate fields that are closely related to their primary job function by a recognized state, national or international organization within two years of employment. Not maintaining the required certifications may result in reclassification to a lower position or termination. 
 
 California Certified Access Specialist (CASp) certification: Possession of valid certification at time of application OR ability to obtain within two years of appointment. Failure to obtain will result in reclassification to a lower position or termination.

Disaster Service Workers: All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
