The Strategic Deterrent Systems (SDS) division within Northrop Grumman's Defense Systems sector is seeking a Rates & Budgets Finance Manager 3. This position will be located in Roy, UT. This position will partner with the Business Units to manage financial aspects of the business related to the division direct labor rates, indirect rates, and special allocations.
The successful candidate must have a proven track record in leading a diverse team, as well as the ability to promote the professional development of the business management workforce, fostering a collaborative culture that sustains the momentum around ethics and integrity, employee engagement, affordability, innovation, value growth and continuous improvement. The successful candidate will maintain the highest level of commitment to quality, compliance and internal controls in adherence to company values and ethics.
Roles and Responsibilities
• Provide direct management for the division Rates & Budgets team.
• Provide financial analysis related to rate performance and forecasts with the ability to clearly communicate with senior management.
• Mentor junior Business Management analysts and develop professional analysts/managers within the unit.
• Manage preparation and quality control of Forward Pricing rate proposal packages to ensure timely and accurate submittals to the Defense Contract Management Association (DCMA) and Defense Contract Audit Association (DCAA).
• Support executive reviews of rate segment performance and perform frequent ad-hoc analysis for senior leadership pertaining to forecasted changes in business performance, headcount, and changes in allocations.
• Build and maintain positive working relationships with internal and external customers, notably DCMA and DCAA, and lead recurring rate monitoring in coordination with DCMA.
• Provide support for rate audits led by internal and external auditors.
• Support ERP system and tools updates to ensure cost structure is in line with the Disclosure Statement and supports rate calculations.
• Support Disclosure Statement updates and ensure consistency in Forward Pricing.
Basic Qualifications
• Requires US Citizenship and the ability to obtain and maintain a Secret Security Clearance
• Bachelor's degree or higher with 8 years of industry related experience in finance, accounting, or program control; a Master's degree with 6 years; or a High School diploma (or equivalent) may be accepted with 12 years of related experience in lieu of a degree
• Requires a minimum 3 years in a leadership role
• Requires experience with Financial Planning and Reporting including supporting monthly actuals and forecasts
• Requires experience with ERP systems (SAP)
• Requires experience with Microsoft Office Suite (Excel, Word and PowerPoint)
Preferred Qualifications
• Active Secret Security Clearance
• Understanding of Government Cost Accounting Standards (CAS) and the Federal Acquisitions Regulations (FAR).
• Experience with Cognos planning software
• Able to prepare and analyze data and figures
• Ability to comprehend and analyze complex problems and develop solutions
• Possesses strong leadership and communication skills, ability to counsel, coach, develop, and motivate staff of professionals

This position's standard work schedule is a 9/80A. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off. This role may offer a competitive relocation assistance package.
Salary Range: $133,400 - $200,200
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
