Northrop Grumman Aeronautics Systems is looking at add an Electronics Engineering Manager 3 - Foreign Military Sales (FMS) Sub-IPT (Integrated Product Team) Manager to join our team in Rancho Bernardo, CA. This position will be in our Avionics Integration Organization supporting Mission Systems as a part of the RQ-4 enterprise.
The FMS Sub-IPT manager is responsible for the technical execution of dozens of contracts as well as the form, fit, and function of RQ-4 communications systems, mission processors, sensors, networks, and ground control systems equipment. The manager is accountable to the Mission Systems IPT Lead for managing the technical baseline within cost and schedule constraints, and to the Avionics Integration functional discipline for compliance with engineering practices and procedures.
Duties and Responsibilities include, but are not limited to:
• Manages a team of ~20 engineers and technical professionals on the day-to-day execution of FMS contracts.
• Oversee the design, development, manufacture/procurement, and sustainment of mission systems equipment and related special test equipment. Includes generation of technical documentation (e.g., performance specifications, interface control documents, test plans/reports, design review packages, trade studies, white papers, etc.) and supplier statements of work and related documentation.
• Manage FMS Sub-IPT teamwork product performance throughout all program/project phases (e.g., proposals, planning, execution, & closeout) and over the complete product lifecycle. Ensure high quality technical products are completed within project cost & schedule constraints.
• Manage staffing in collaboration with Functional Home Room (FHR) to ensure sufficient staff levels and appropriate skillsets are available to support each Business Area's statement of work.
• Lead the team to resolve critical technical issues affecting operations and/or mission availability. Develop and maintain a robust understanding of end user needs and ensure actions are taken to address them.
• Provide technical oversight of Supplier Management Teams and take ownership of supplier performance.
* The selected candidate will be required to work full-time, on-site at our facility. Once established in role, the position could potentially offer a hybrid work environment. Scheduled telework days are approved at manager's discretion. This position requires the ability to travel up to 10% of the time.

Basic Qualifications:
• Bachelor's Degree in a STEM (Science, Technology, Engineering or Mathematics) discipline and 9 years of related engineering experience; OR a Master's degree in a STEM discipline and 7 years of related engineering experience
• 5+ years of leadership experience and managing engineers
• Previous Cost Account Management & EVMS duties and responsibilities.
• Supplier Management Training and understanding of concepts.
• Experience with concept definition, design and development, integration & test, and production of payloads, networks, communications, and ground control systems for use on air or space platforms.
• Active in-scope, DoD Secret clearance with the ability to obtain and maintain a DoD Top Secret clearance once in position.
Preferred Qualifications:
• Master's Degree in Electrical Engineering (EE) from an accredited university.
• Previous Supplier Management experience and proven success working with customer.
• Proven experience in managing modernization or sustainment programs, setting & operating to objectives & providing guidance to subordinates based on goals, objectives & company policy.
• Knowledge/experience of NSA policies and directives for encrypted communication systems.
• Experience in digital engineering tools and methods, including model-based systems engineering, iterative modeling & simulation, and Agile product development.
• Active in-Scope, DoD Top Secret clearance.
Salary Range: $187,000 - $280,600
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
