University Enterprises, Inc. (UEI) at Sacramento State is seeking an Application Analyst II/Cognos Report Writer for the Information Technology Department. The Information Technology (IT) department supports the technological and infrastructure needs of University Enterprises, Inc.  In support of UEI’s mission and goals, IT provides data security, cost-effective access to technology, and assistance and advice in its use.  As part of our high-level service, we administer end user technical support, server and operations management, IT governance and project management, network hardware and software support, financial system support, information security, strategic initiatives and planning, and computer training.

RATE OF PAY:  $6,340 - $9,510 per month

CONDITIONS OF EMPLOYMENT:

This is a full-time, exempt from overtime, benefited position, covered under the California Public Employees’ Retirement System. Continued employment in this position is dependent upon the mutual consent of University Enterprises, Inc. (UEI) and the employee, and either University Enterprises or the employee can, at any time, terminate the employment relationship at will, with or without cause.

The selected candidate must furnish proof of eligibility to work in the United States. University Enterprises, Inc. is not a sponsoring agency (i.e. H-1B Visa).

MINIMUM QUALIFICATIONS

  1. Bachelor’s Degree in Computer Science, MIS, or related area, or equivalent combination of education and/or work experience.
  2. Demonstrated extensive experience with Cognos report writing. Demonstrated experience writing complex financial reports using software such as Cognos as well as the ability to train users in the use and development of new reports.
  3. Demonstrated experience in user needs analysis and feasibility studies.
  4. Demonstrated experience as a project leader. Demonstrated knowledge of project management tools.
  5. Demonstrated ability to collaborate effectively with individuals at all levels of an organization.
  6. Demonstrated experience with relational databases and client-server concepts. Ability to query databases with tools such as SQL and MS Visual Basic.
  7. Excellent oral and written communication skills.
  8. Must be fingerprinted and pass a background check. Must continue to meet the established standards.

PREFERRED QUALIFICATIONS

  1. Project management certification such as Project Management Professional (PMP) or equivalent.
  2. Familiarity with shell script programming.
  3. Experience with workflow and security.
  4. Experience in developing and maintaining interfaces.
  5. Experience with report writing tools such as Click, Drag, and Drill or Crystal Reports.
  6. Experience with Financial, Human Resources, and Payroll Software, such as ONESolution/Finance Enterprise/Workforce.

PHYSICAL REQUIREMENTS

DUTIES AND RESPONSIBILITIES

The Application Systems Analyst II/Cognos Report Writer plays a critical role in supporting the overall business strategies of University Enterprises, Inc. (UEI) through the evaluation of business processes, user needs analysis, and report development. They will collaborate closely with our customers and other Application Analysts to understand requirements, develop, or modify systems and reports, troubleshoot issues, and ensure data integrity and security. This position requires extensive knowledge of Cognos, including but not limited to report development/conversion, interfaces, automation, and security. Relies on extensive experience and judgment to plan and accomplish goals. May lead and direct the work of others. A wide degree of creativity and latitude is expected. The position reports directly to and receives general direction from the Assistant Manager, Information Technology.

The specific duties and responsibilities are as follows:

  1. Reviews, analyzes, and evaluates business processes and systems to identify opportunities for improvement.
  2. Recommends modifications to existing systems or proposes innovative solutions aligned with UEI's business strategies.
  3. Writes detailed descriptions of user needs, program functions, and steps required for system development or modification.
  4. Develops, modifies, and maintains application systems and reporting tools, with a focus on Finance Enterprise and Cognos, ensuring alignment with organizational goals. Maintains and provides support related to Workflow, Security, and Interfaces.
  5. Provides end-user support and actively engages with IT and customers to uphold data integrity and security across systems.
  6. Collaborates with customers and IT Analysts to understand reporting needs and requirements. Responsible for converting legacy reports (Click, Drag, and Drill) to Cognos Reports. Develops and modifies new Cognos reports.
  7. Provides support and guidance to users in navigating, utilizing, and writing their own Cognos reports. Troubleshoots and resolves issues encountered by users working with Cognos reports.
  8. Leads project teams in developing integrated project plans and schedules, ensuring alignment with departmental and organizational goals. Provides direction and leadership to project team members, facilitating collaboration and ensuring project completion.
  9. Tracks, monitors, and communicates project progress to project team, management, and stakeholders.
  10. Develops and delivers comprehensive user training on application systems and reporting tools.
  11. Creates and maintains internal and external documentation for system updates and procedures. Maintains user guides and knowledge bases to support self-service for end users.
  12. Performs other job-related duties as assigned.
